Dr. O’Connell is a co-founder and president of O’Connell & Lawrence, Inc. His firm specializes in providing construction consulting, project management, scheduling, claims analysis and preparation, civil engineering, construction inspection, constructability review, and surveying services.
Dr. O’Connell is a court and board recognized expert in engineering, CPM scheduling, construction scheduling, delay analysis, and construction productivity. He has served as the testifying expert witness in construction litigation involving the Departments of Transportation for Virginia, Pennsylvania, and South Carolina. He has performed schedule analyses on some of the largest construction claims in the United States. He has performed many claims analyses on commercial, highway, and bridge projects in Maryland, Delaware, Pennsylvania, North Carolina, South Carolina, Illinois, New York, and New Jersey. Dr. O’Connell’s testifying experience includes deposition testimony and court and board testimony.
Dr. O’Connell has performed numerous analyses of projects involving complex framing systems, reinforced concrete, and post-tensioned concrete systems. His specific knowledge of materials, building codes, and structural systems is enhanced by his actual construction experience as a project manager.
In addition, Dr. O’Connell is a nationally recognized expert in CPM scheduling, schedule analysis, and delay claims. He specializes in the use of computer software to produce as-built schedules and to analyze CPM schedule updates. Dr. O’Connell was honored to serve on the task force that developed the new CPM scheduling specification which was included in the Standard Specifications for Construction and Materials for the Maryland State Highway Administration. He is a registered professional engineer with expertise in highway and bridge construction claims. His focus has been on commercial, transportation, and heavy civil projects. Dr. O’Connell has broad experience in the construction industry as a designer, project manager, and academician. His “hands-on” construction experience includes a wide range of both private and governmental/public works projects. Dr. O’Connell has been the principal-in-charge of several assignments for public agencies such as the Maryland State Highway Administration, the Maryland Transportation Authority, the South Carolina Department of Transportation, Montgomery County, Maryland, and various other agencies involving analyses of highway and bridge construction contract claims.
Dr. O’Connell’s academic background includes both research and teaching of civil engineering and construction engineering and management. He has taught highway engineering/design at the University of Maryland and currently teaches a course at The Catholic University of America. In addition to his formal education, he has attended and has served as the lead instructor for numerous seminars and advanced courses on CPM scheduling, claims analysis and schedule analysis.
