Mr. Johnson, Executive Vice President of O’Connell & Lawrence, Inc., has over 28 years of broad experience in heavy, civil, and highway construction. His career experience as a field engineer, quality control engineer, project engineer, and senior project manager has included building, road, utility, highway, rail, subway, and bridge projects for numerous private and public sector clients.
Mr. Johnson is an expert in CPM schedule analysis and construction contract claims analysis. He has lectured on the topics of CPM scheduling, CPM schedule analysis, project management, and claims avoidance.
Mr. Johnson’s expertise includes project management, construction scheduling, and litigation support services, as well as highway, bridge, and rail construction. He is currently involved in public and private sector projects in Maryland and throughout the country. His work with O’Connell & Lawrence, Inc. has included a concentration on heavy civil and highway construction consulting projects.

• I-695 from Bear Creek to North of MD 151 – North Approach to Francis Scott Key Bridge – Maryland Transportation Authority
Reviewed construction contractor claims. Analyzed claims submitted by 12 subcontractors to determine entitlement and to quantify damages. Presented findings to the owner and to the general contractor.
• I-95 @ Baltimore City Line – Maryland Transportation Authority
Monitored contractor’s CPM schedule. Reviewed ICPM monthly updates and contractor’s proposed revisions for compliance with project specifications. Participated in monthly progress meetings. Provided claims avoidance consultation to project personnel.
• Widening and Construction of US 276/Laurens Road – South Carolina DOT
Reviewed contractor claims. Created database of daily activities to determine time impacts. Analyzed claim issues for entitlement.
• Gude Drive and Gude Drive Bridge – Montgomery County DPW&T
Project Engineer for construction of $5 million multi-span bridge over both WMATA tracks and CSX right-of-way. Maintained and reviewed CPM schedule and performed constructability reviews.
